Summary of Position
Under the general supervision of the Policy and Legal Services Director, the Managing Attorney is responsible for supervising a comprehensive legal services program to serve the unique needs of persons trafficked for the purpose of modern day slavery. This highly responsible position manages the development, coordination and delivery of legal services to survivors of slavery and trafficking through broad based collaboration. Additionally, the Managing Attorney builds CAST’s pro bono program to amplify CAST legal service capacity. The Managing attorney may also engage in strategic litigation for systems change. As an integral part of the Clients Services Team, the Managing Attorney promotes the philosophy, services and activities of CAST and meeting the diverse needs of the Los Angeles community. The Managing Attorney must demonstrate a commitment to program innovation, particularly in the area of immigrant and victim rights, multi-disciplinary collaborative approaches, and culturally competent programs. Full-time, exempt position.
Program Development: Strengthen the infrastructure required to expand and deliver the Legal Service Program. Build relationships with legal service organizations, pro bono attorneys, federal and local law enforcement, and law schools to expand resources available to clients. Develop policies, procedures and required program documentation. Create specialized service models and tools for assessment. Develop and implement creative, alternate legal strategies to assist trafficked persons. Develop program resources and assist in strategic planning.
Service Delivery and Coordination: Coordinate and oversee all aspects of direct legal services to clients. Develop and implement effective systems for managing case load, as well as supervising and monitoring legal caseloads handled by other attorneys or legal organizations. Provide direct representation to a small caseload of trafficking survivors, including immigration, criminal victim-witness, and civil advocacy, including targeted impact litigation cases. Provide supervision and case consultation to staff attorney, legal interns, and pro bono attorneys. Work closely with social services to effectively develop and implement documentation and legal case protocols as part of a comprehensive services program. Maintain client centered, high quality services including the design of a program evaluation component and data collection methods. Manage a programmatic budget.
Supervision: Supervise 6 full-time staff attorneys, legal interns, and pro bono attorneys. Build relationships with law schools. Recruit, interview, hire, and supervise interns and volunteer attorneys. Implement and maintain review system that provides accountability for quality performance and volunteer and pro bono program development.
Additional Duties: Identify emerging issues, legal service models and strategies by reviewing the literature, and staying abreast of developments in the field. Participate in local coalition and taskforce efforts. Provide technical assistance to legal partners, the Los Angeles Metro Task Force, Rescue and Restore Campaign Coalition, and other networks. Contribute to policy formation and long-term planning, special events, conference/training materials, website content information and other written materials as needed. Design workshops and speak at professional conferences. Contribute to the professional tone and approach of the organization within the constructs of the agency mission and philosophy. Develop grant application, ensure compliance with grants, and write grant reports. Other duties as identified and assigned.
